The End-of-Life Vehicle Impound Scheme (ELVIS) is a joint partnership between Northamptonshire Police and West & North Northants Councils. As a partnership we review reports of abandoned and untaxed vehicles.
If you have sent a referral on an abandoned or untaxed vehicle you MUST ensure your report contains the following information or the report will be filed with no further action being taken:
- Full address of the vehicle including the town – where possible include detailed location via https://what3words.com
- Make/Model/Colour/Registration
- Detail any defects such as broken windows, flat tyres etc (please forward supporting photographic evidence).
- Unfortunately, the ELVIS partnership is UNABLE to take action in the following situations (please see below for full explanation):
- Untaxed vehicles in North Northants Council area (taxed vehicles in the North Northants will NOT be considered abandoned under this scheme).
- Untaxed vehicles in West Northants, unless SORN or out of date by more 62 days (subject to warden availability, location accessibility and recovery operator availability).
- Vehicle with no current MOT – these can be reported via the link below:
Report a vehicle without an MOT certificate | Northamptonshire Police - Vehicles with no insurance held.
- Vehicles causing an obstruction.
- Vehicles on private land – (unless they have significant defects & are reported by the landowner)
- Vehicles/Caravans with people living in them or vehicles with advertising boardings.
- Vehicles/Caravans/Trailers locally owned or in reasonable condition with no major defects (these would not be considered abandoned).
- Vehicles being driven/used (these will not be considered abandoned).
- Does not meet the legislative power to remove the vehicle.
Based on the information you provide and considering that it meets the council’s abandoned vehicle criteria, the details of the vehicle will be passed to the Council. Thereafter, the Council Warden will visit the location and assess the vehicle.

UNTAXED IN THE NORTH OF THE COUNTY
Unfortunately, at this time the ELVIS partnership are not able to carry out removals in relation to untaxed/SORN vehicles in the North Northants area.
The primary agency for removing these vehicles is still the DVLA who have their own enforcement teams. Please report untaxed/SORN vehicles in North Northants to the DVLA via the following link

NO MOT/INSURANCE
The ELVIS partnership is unable to take any action in relation to no MOT/insurance offences.

Vehicles with insurance are automatically added to the Police ANPR system for enforcement. In order for the Police to take necessary action; the person has to be seen driving the vehicle by a Police Officer.
Enforcement of uninsured vehicles is dealt with by the Continuous Insurance Scheme (CIE) which is a partnership between the Motor Insurance Bureau (MIB) and the DVLA. If, after receiving an Insurance Advisory Letter (IAL), a registered keeper fails to comply with the advice set out in the letter they may face: a fixed penalty notice, Court prosecution or the vehicle being clamped, seized and disposed of. This matter does not fall within the remit of the ELVIS partnership, any enquiries should be directed to the CIE.
VEHICLES CAUSING AN OBSTRUCTION
We are unable to remove vehicles causing an obstruction via the ELVIS partnership. If the vehicle is currently causing obstruction to the highway (i.e. obstructing the view to exit a junction or preventing minimum access to other road users such as pedestrians) you have the option to telephone our Force Control Room who can consider sending a Police Officer/PCSO to assess the obstruction: Please call 101 or email photographic evidence of the obstruction to Force.Control@northants.pnn.police.uk
